Joe Lavoie is Chair of the Terrace Downtown Improvement Area (TDIA) Board (2025–2027) and a local business owner with Copperside Foods. An entrepreneur since age 12—when he started a recycling venture and earned a Top 20 Under 20 in Canada recognition—Joe has built experience across logistics, retail, food service, real estate, and telecom in British Columbia. He’s involved with TDIA because he believes giving back is essential to building a stronger community. Joe brings 20+ years of business experience in financial management, organizational performance, and mergers and acquisitions, along with extensive governance experience as Chair of Northern Savings Credit Union.

Sam Harling (he/him) is a Director on the Terrace Downtown Improvement Area board and has called Terrace home for more than 21 years. He works as a Branch Manager and Investment Advisor with CBIG Canadian Benefits, Investment & Insurance Group, bringing experience across sales, management, economic development, and banking. Sam has worked in downtown Terrace in various roles over the years and offers a grounded perspective on the issues impacting the core. He’s passionate about progress in downtown appearance, safety, diversity, and services.

Outside of work, Sam enjoys snowboarding, mountain biking, curling, camping, and watersports.

Ginny Kenmuir is a Director with the Terrace Downtown Improvement Area, serving since 2021. She’s the owner of All Star Shoes & Apparel and The Cove Boutique, and has spent the past decade building her businesses in downtown Terrace. Ginny joined the TDIA Board because she cares deeply about a thriving, welcoming downtown and one that supports local merchants and brings people together. When she’s not working, Ginny is a big traveller who loves exploring new places, and she’s also happiest at home in her garden.

She appreciates the connection and community spirit that makes downtown Terrace special.

Lael McKeown (she/her) has served as Treasurer with the Terrace Downtown Improvement Area  since 2021. With a background in property management and construction through Progressive Ventures Ltd., Lael brings strong business experience and a practical perspective to board discussions. She’s also been actively involved with several community and economic development organizations, including the Chamber of Commerce, Terrace Economic Development Association, Northwest Regional Airport Board, and the Kitimat Terrace Industrial Development Association.

Lael is involved with TDIA because she believes Terrace has an optimistic future—and she values the friendly sense of community downtown.

Andréa Harmel is the owner of Butter Hair & Co. and has worked in the hair industry for more than 20 years. Over the past 11 years of running her own business, she has built a strong reputation for advanced hair techniques, leadership, and mentorship, while growing a team of 14 employees. Andréa brings the perspective of a longtime downtown business owner who is deeply invested in supporting local business, workforce development, and a thriving local economy.

She joined the TDIA Board in 2024 and is passionate about the positive momentum happening in Terrace and the potential of downtown to continue evolving as a vibrant, welcoming place.
